Xayah has an average laning phase. She does not trade well with attack speed ADCs like Jinx, Kaisa, or even Miss Fortune. Her first item spike will come after she purchases Infinity Edge, which will preferable be before the first Dragon fight. After that, proceed to buy Rapid Firecannon for it synergizes well with Xayah's play style. Then if you are playing defensive, look to buy Guardian Angel. But if your team is ahead, purchase Statikk Shiv for faster and more farm. Then look to purchase Mortal Reminder to counter enemy healing. For Xayah's boots, Gluttonous Greaves and Ionian Boots of Lucidity are both viable. Then it depends on the enemy composition on which upgrade you will purchase.

Best Runes for Xayah
Conqueror is the best rune for Xayah for she easily procs it with her skills and play style. Brutal is better for her because Xayah desperately needs her early AD during her weak laning phase. Spirit Walker is viable for Xayah because she needs to be mobile in a team fight. Hunter Genius for added ability haste.

Basic single target root. Use second ability then auto attack immediately then use first ability to place a total of three feathers behind your enemy and then use third ability to recall all feathers to Xayah for a single target root.
AOE root. You immediately place 5 feathers behind multiple enemies with your ultimate ability then use your third ability to recall the feathers for multiple roots on enemies.
Summary
Overall, Xayah, with the recent buffs, is still not on par with other meta ADCs now like Kaisa, Miss Fortune, or Jinx. But she can challenge them on late game when Xayah can crowd control a lot of enemies and burst them down.
Xayah is a champion focused on kiting. Her kit, which allows her to root one or more enemies can help your team be organized in team fights. It is not easy for an enemy to catch Xayah when she is kiting because of her second ability and ultimate ability. The basic combo for Xayah to root one enemy is to activate second ability, then auto attack then cast your first ability then return all 3 feathers to you with your third ability. You can do this on multiple targets depending on your kiting position.
Late game is where Xayah shines, she can take down turrets easily and help your team with heavy damage. A little tip is to be passive and defensive on your laning phase, this will be much easier if Xayah is paired with Rakan.
