Start with
Boots of Speed
- period. After the hard nerf to her skill range, poking with
Lulu
became extremely challenging. Having boots will allow you to get in and out of poke range easily. You will also be able to roam to river to help your jungler or go for a ward.
If your a player who likes to spam skills like I do, getting
Sapphire Crystal
and then
Archangel's Staff
is a wise decision.
Your core items should first be Ionian Boots of Lucidity paired with Redeeming Enchant for shorter CD and it will help you greatly on your first dragon. The second item that you should get is Ardent Censer . The bonus attack speed which will stack from both your Whimsy and the item effects are massive, and will help your adc more then anything.
The next two items should be Harmonic Echo or Athene's Unholy Grail , and that depends on the situation: if your feeling safe and the enemy has little one-shot heroes, take Harmonic Echo . If the enemy Akali or Katarina are Licking their lips while waiting for you to overextend - Take Athene's Unholy Grail , since it gives MR.
Typically, you wouldn't get to a stage where you have more then 3 items, since you are playing support. But in case you do, I'd recommend Rabadon's Deathcap as your forth item, with either [Ludan's echo] or Morellonomicon as your last. Rabadon gives huge amounts of AP. Morello is good if the enemy has a lot of heal, and Ludan will also give you shorter cooldown, more ap and a nice addition to your glitter.
DO NOT TAKE Liandry's Torment OR Infinity Orb ! a lot of people tend to think that the item effects will move on to whoever Pix is helping, but the truth is - she only applies the effects if she's attacking with Lulu .
One last point, which should be understood when it comes to playing any mage supports - Avoid tank items. I understand that, especially with newer players, getting jumped on can be scary. But you also have to understand that buying tank items means less AP, which means your shields, heals and buffs also become weaker. The true potential to carry comes from understanding where to be, when to be. and once you master that, you'll find tank items irrelevant.
Also, Frontline is not your place anyway, which makes most of tank item effects quite useless.
P.S - Rod of Ages takes time to stack and has no supportive effects or cooldown reduction, so I would avoid that as well.

So let's break down how each rune helps you:
1. Summon Aery gives you better poke and shield, so, like, duhhh
2. Weakness is good to help your team deal more damage.
3. Loyalty for more defense for you and your adc.
4. Manaflow Band will allow you to generously spam your skill without having to recall for mana. Although that 300 tiny addition seems little, trust me - it's not.

Learn how to maximize the champions potential
This is going to be your very basic poke combo. Lead in with your Help, Pix! , then immediately with Glitterlance . Just like When she's on Lulu , Pix will always fire her glitter from the BACK of the enemy. This will cause two glitters from opposite directions, and the enemy will almost always get hit by both waves of glitter. If the enemy is retreating or has their skills on cooldown, you can follow up with a basic attack for more poke.
You can also use the same combo defensivly. Shield an ally with Help, Pix! then follow up with Glitterlance . This combo can be used to either slow enemies closing in, or slow down a fleeing enemy while using your teammate as an extension cord. Remember that Pix has the same range, regardless of where she is shooting from. So if there is a teammate between you and a fleeing enemy - use that teammate to extend your poke!

Braum can't block your third skill nor can he stop you from making someone big. Sure, he might be able to block some of your poke during laning, but he will most likely spend all his resources on doing that, allowing your adc to farm more safely.
Also, Braum can't block everything - even he has a limit to how much damage he can take.
Tips and glittery tricks
1. You can deny tanks initiation using Whimsy . The key is to time it properly when they go in for an engage - imagine Leona going in for a burst combo, only to be turned into an animal while your adc hops away to safety.
2. Whimsy also gives vision. Use it to scout bushes or even to pop a vision flower over the wall without wasting a ward.
3. Try to protect your adc LAST during a teamfight so long as he's not in grave danger. Remember that each ability Lulu uses also attaches Pix, Faerie Companion , and she's better off helping your adc to basic attack for huge damage.
