Soraka isn't super strong and IMO is out-classed by Sona most of the time however she is situationally rather good especially as a replacement support for Jinx or other hyper-carries.

EARLY GAME

We always start with Boots of Speed and upgrade this to [locket enchant] on our first back if possible. It's the most gold efficient pickup you can get for the first Dragon fight.

CORE ITEMS + Warmog's Armor

So Soraka is weird in the way that she uses her own hp to cast [soraka:2].

In order to give Soraka the sustain she needs to last in team fights and elongated trades I like to aim for Warmog's Armor on her in order to give her passive HP sustain.

IMPORTANT: You can achieve the 2500 hp barrier at level 10 having completed Warmog's Armor with 2 x Kindlegem or Ardent Censer + Kindlegem OR level 11 with Ardent Censer + Warmog's Armor .

You can absolutely play soraka without Warmog's but I feel like she loses hp too quickly and becomes an easy target in teamfights.

Following this, I like to go Harmonic Echo and Protector's Vow to round out the build.

PLAYSTYLE

Soraka is a defensive support who usually shadows the carries making sure they stay topped up on hp. You want to make sure you use Equinox to good effect and silence/root enemies that come too close or threaten your backline. Your Wish is a good way of influencing the map at a global level and picking up assists which can be a nice way to stack Awakened Soulstealer which is another build path you could opt to take.
