One of the things that everyone should understand as a support is this - Dealing damage is NOT your primary job. For that you have an ADC and mid lane, and sometimes Baron laner and jungler if they play someone with carry potential such as Olaf or Fiora . Your job is to take punishment and set up your team for success, which is why we are going to build Camille as a hybrid tank.
First thing's first, we start with Boots of Speed to help you during laning. Your main menthod of poking is with Tactical Sweep , and since you can move while casting, this will help you hit easier and safer.
You can change your boot depending on the situation, and I would reccommand Redeeming Enchant for the finished boots since you can combine it with your ult to create a really deadly zone.
Three core items that I would reccommand for Camille regarding of comp are Dead Man's Plate for extra damage and mobility, Zeke's Convergence since this item is just plain broken and Guardian Angel for more AD and some extra safety. The rest of your items should be decided depending on the situation, so don't just build the same things blindly.
Best Runes for Camille
You really shouldn't be afraid of using Conqueror when playing as a suppot. Just because this rune is meant to deal more damage, doesn't mean that supports can't have it. 5 attacks or abilities is something that can be achieved very quickly.

This is one example of an all-in combo without using your ult. Make sure to auto between casts of Precision Protocol since it automatically resets the attack animation.
This is another all-in combo with your ult. While the second cast of Precision Protocol is charging, you can use The Hextech Ultimatum to dodge skill shots and stay safe.
Camille Matchups & Counters

As long as you dodge his Sear you'll be fine, as this is his only form of CC and he has very low base stats.
He can't use Arcane Shift to escape from you.
Seperating her from her team will make her useless.
This guy is dead if you get on top of him.
It's pretty easy to harrass him in lane, but outside of it he can put some brakes on you.
You create a zone of damage, while he creates a zone of safety - Good luck playing against that...
She can use Monsoon to cancel The Hextech Ultimatum if she stands in the center. This also makes ulting her somewhat hard.
His Explosive Cask can stop your ult if it knocks you away from its zone.
If she's quick enough, she can use Featherstorm to cancel your ult.
Have the sharpest blades.
1. Before ulting, make sure to check that enemies don't have the [stasis enchant], as it can cancel your ult.
2. Use [camille:3] to start fights from behind walls.
3.Remember that Precision Protocol also works on enemy turrets and wards, so you can use it to take them down quicker.
4.Try to time The Hextech Ultimatum to not only lock enemies but also avoid skillshots, as you are untargetable during the cast.
