As usual with a support, always start with Boots into whichever upgrade calls for the enemy composition into Locket Enchant. This will help you protect your ADC, yourself, and other allies in skirmishes. Immediately build into Zeke's Convergence and Protector's Vow for both items synergizes perfectly with Rakan and his kit. Then build into Harmonic Echo for better sustain for your allies. You can buy Ardent Censer if your ADC is attack speed based like Jinx or Tristana. It is also good for Xayah. But if your ADC is not attack speed based like Jhin or Miss Fortune, you can choose one of the situational items listed above. Last item will be Guardian Angel for it will be very useful for Rakan because Rakan is the one initiating the team fights which will turn all enemy attention on him, which is what Rakan wants.

This is a basic combo for Rakan in lane. Use second ability to jump on opponents then hit them with your first ability and then return immediately to your ally with your third ability. This will give you an advantage in lane with poke and heavy aggression.
This is a combo for team fights. You initiate with your second ability and round enemies up with your ultimate ability so that your team can finish them off. You can stay safe or protect your allies with your third ability and you can also contribute in damage and sustain with your first ability.
Summary
Rakan is the other half of Xayah and they synergize well together. Especially for Xayah, Rakan may be her best support tandem. But for Rakan, he is best paired with aggressive ADCs unlike Xayah who is passive in lane. Aggressive ADCs best paired with Rakan are Draven, Vayne, Miss Fortune, Tristana, or Corki.
Rakan's initiation is key in winning team fights, be aware of your enemies positioning so that you can get the best possible grand entrance so your team can follow up. Always try to initiate on core enemy champions.
